A federal judge has ruled that maryland cannot require their citizens to offer a "good and substantial reason"
in order to get a concealed carry license.

Raymond Woollard got a handgun permit after fighting with an intruder in his house in 2002. He was denied a renewal in 2009 because he could not prove that there had been "threats occurring beyond his residence."

Woollard appealed it but his appeal was denied by the review board. They found he didn't show a "good and substantial reason" to carry a handgun.

The suit was filed in 2010.


"A citizen may not be required to offer a 'good and substantial reason' why he should be permitted to exercise his rights," judge Legg said in his decision.

This judge is looking to put himself out of a job, crime will go down now that all people are allowed to protect themselves.
